E- Invoicing In GST Notifications

1. Starting from 1st October, 2020, certain tax payers will be using electronic E-invoicing for GST. Moreover, 27400 GSTIN’s in October 2020 has generated a total of 4.95 crore invoices.

 

2. The list of GSTINs is published by state, along with the name of the entity that generates the IRN on the e-invoice production portal, IRP. Updates are also made to the list on a regular basis.

 

3. E-invoicing in GST is mandatory for taxpayers with aggregate turnover exceeding Rs. 100 crores as of 1-1-2021. For any previous financial year from 2017-18 onwards. It is available HERE. 4. The API sandbox/testing is also available to all notified taxpayers as of 29th October, 2020.

 

5.Tax Payers can upload invoices through an offline utility bulk generation tool by logging into the trial e-invoice portal at https://einvoice1-trial.nic.in/. Finally, as of the 6th of November 2020, the tool is active.

 

6. During the trial period, taxpayers are able to generate electronic invoices/IRNs and electronic way bills. The e-invoice portal https://einvoice1-trial.nic.in/ is only for testing purposes. There is no legal validity to them, and also no one can use them for regular supplies, such as for moving goods.

7. Testing is enabled on trial portal for all GSTINs pertaining to taxpayers with aggregate turnover above the prescribed limit as per the latest notification. The ‘enablement’ of e-invoicing is primarily to ensure that only the notified taxpayers and not any taxpayer at their discretion, are able to register and test reporting of invoices on the portal. On the portal, however, The enabled taxpayers must register again.

Some entities may be exempt from e-invoicing or may not be eligible for it for any other reason. Please note that the enablement status on the trial portal or production portal IRP does not imply that the taxpayer has to do e-invoicing. It is not necessary for taxpayers to worry about the enablement status if e-invoicing is not applicable to them.

 

9. Registered persons may request e-invoice enablement on trial portal through the e-invoice Production Portal https://einvoice1.gst.gov.in > Registration > e-invoice enablement if they start e-invoicing from notified date but are not enabled in trial portal. On the next day, the GSTIN requested will be updated on the trial portal, and after that, testing can begin. Moreover, Rs. 100 crore has been allocated for the enablement of notified taxpayers. The IRP, which is the e-invoice Production Portal, will be ready by the end of December, 2020, so they can report e-invoices by January 1, 2021.

15. There are common errors when reporting invoices to IRP using the available e-invoice portal. Moreover, it would be helpful if taxpayers took note of these during the testing phase.

16. In the event of errors, viz. In case of a ‘GSTIN is not active’ or ‘GSTIN is not present in e-invoice system’, a facility is available to enter the GSTIN for checking on a real-time basis with the GST portal and updating it if necessary.
